Funding Highway Maintenance On October 1, the House Appropriations Committee defeated an amendment that would have increased federal highway spending above the levels set by a formula tied to federal fuel tax receipts -- in spite of commercial highway users' -- including many FRA members' -- petition that the infrastructure improvements are needed, that the federal Highway Trust Fund has a surplus, and that to neglect infrastructure improvements in a time of economic downturn will impede recovery. No information on plans to revive the amendment in 2003 is available, but legislators from both parties have suggested raising federal taxes on gasoline (currently 18.4 cents a gallon) and diesel (24.4 cents) to increase the Fund surplus.
