Highway Funding Apparently Restored Thanks to the collective efforts of the Americans for Transportation Mobility coalition (in which FRA participates) and transportation policy leaders in congress, both the House and the Senate Supplemental Appropriations bills include language that would restore federal highway funding in fiscal year 2003. FRA published an action alert in February at the request of our National Technical Committee to support the coalition's efforts to restore $8.6 billion for federal highway construction projects. When the two appropriation bills are reconciled, a minimum of $4.4 billion will be restored to help fund infrastructure improvements to highways and bridges nationwide. The appropriation had originally been reduced because it had been keyed to fuel tax collections, which fell sharply last year, so restoring funding required legislative intervention.
