"Hours of Service" Update Prior to adjourning for the holidays, Congress completed its work on the Appropriations Bill for the U.S. Department of Transportation for fiscal year 2002. That Bill contains "Sense of the Congress" language that directs the Secretary of Transportation not to take any action to revoke or modify the exemptions to the federal "Hours of Service" regulations now in the National Highway Designation Act of 1995. The passage of this legislation will be most helpful in retaining the current exemptions to the HOS rules for transporting agricultural products (including timber). The "Sense of the Congress" language, introduced by Sen. James Inhofe (R-Oklahoma), is very important to the forest products industry, since the Federal Motor Carrier Safety Administration (FMCSA) had proposed to eliminate the agricultural exemption in new HOS rules introduced in 2000. Congress delayed the promulgation of those revised rules when it authorized the 2001 Transportation Appropriations Bill. Return to Public Policy Archive Forest Resources Association
