New "Roadless" Comment Period On July 3, having declined to appeal U.S. District Court Judge Edward Lodge's injunction of the Clinton Administration's "Roadless Initiative," the U.S. Forest Service announced initiation of a new "Advance Notice of Proposed Rulemaking" (ANPR) on the treatment of federal roadless areas, to inform "the Administration's commitment to providing protection of roadless areas in the National Forest System" by "re-examining that rule" and addressing concerns "raised by local communities, tribes, and States impacted by" the original rule. The Agency says its goal is to determine "whether to amend the Roadless Area Conservation rule published January 12, 2001 or to provide further administrative protections"-presumably through amended National Forest planning guidelines. An official "public comment period" on this ANPR was launched on July 10, to conclude September 10. The Forest Service is asking for comments from "all interested parties" on inventoried roadless area management and provides a list of ten issue points it would like comments to address.
