Maine: Question 2

On October 18, the Bangor [Maine] Daily News was able to report that polling numbers supporting and opposing Ballot Initiative 2 had reversed themselves, with 55% claiming to support the "no" position and 32% claiming to support "yes." Question 2, the "Forestry Referendum" on Maine's November 7 ballot, proposes to place all timber harvest in the state, but especially clearcutting, under heavy regulation; to create a special board to form rules outside of the Maine Forest Practices Act's authority; and to establish a process for anyone in the United States to challenge any harvest plan in Maine. Key supporter Jonathan Carter, who boasts a grassroots army of advocates, has had recourse to rhetoric about the spending power and undue influence of "multinational corporations" in swaying the public's view of the Referendum. It appears, however, that the battle is being fought the old fashioned way: town meetings, position statements by citizens' organizations, and letters to the editor.
