"County Payments" Legislation The Secure School and Communities Self-Determination Act of 1999, already passed by the House, is headed for a vote on the Senate floor sometime between September 6 and 15. This bill (S1608) preserves a link between federal timber receipts and payments to school and road funds in counties on federal lands. The Greens refer to this bill as "Clearcuts for Kids" and recommend a federal dole to these counties irrespective of timber programs. The affected counties, however, reason that linkage will make continued funding easier to defend in future federal budget processes and, furthermore, will provide the Forest Service with continued financial incentives to support the timber sales their economies depend on.
