Bryan Amendments Defeated On September 9, Senate floor action resulted in the defeat of two harmful amendments, introduced respectively by Senator Charles Robb (D-Virginia) and Senator Richard Bryan (D-Nevada) to the 2000 Interior Appropriations Bill. The Robb Amendment (defeated 52-45) would have withdrawn Senator Slade Gorton’s (R-Washington) provision in the bill providing discretion and flexibility for the Secretaries of Interior and Agriculture to perform surveys for plant and animal species in the course of conducting forest management activities; Senator Gorton’s provision removes the legal basis of recent court rulings enjoining federal timber sales because of allegedly inadequate wildlife surveys. The Bryan Amendment (tabled—which is to say, rejected—by a vote of 54-43) would have reduced the fiscal year’s timber sale program budget by $33.6 million, depressing timber sale volumes further and defunding many fire control projects. We offer congratulations and thanks to the American Forest & Paper Association and many other allied industry associations for the lead role they played in the defeat of these two amendments.
