Red-Cockaded Woodpecker The U.S. Fish and Wildlife Service has made available the second revision of its Recovery Plan for the federally Endangered red-cockaded woodpecker -- succeeding a 1985 version -- describing in detail the ecology and management of the bird and outlining a mechanism to recover the species based on new scientific information related to population and species viability. The Recovery Plan presents one set of guidelines, referred to as the "recovery standard," for RCW management on federal and state lands, as well as on private lands which are being managed to increase the size of the RCW population. The other set of guidelines, the "standard for managed stability," is directed to private landownerships being managed for stable rather than increasing populations. Failure to adhere to, at least, the second set of guidelines could be construed as a "take," should allegations of some negative RCW response arise.
