New Hampshire OSHA Workshop

On January 25, the federal Occupational Safety and Health Administration and the New Hampshire Department of Health and Human Services presented an all-day workshop for approximately 30 loggers in Hillsborough, New Hampshire, explaining OSHA's logging-related informational and enforcement programs. FRA's Northeastern Region Forester, Patrick Hackley, who attended, reports that the program was unusually comprehensive, sorting out the difference between OSHA's enforcement program and its safety audit program, and the obligations associated with each; how the agency evaluates and responds to referrals; and how the fines schedule works. The presentors also reviewed OSHA's educational resources, first among which is the excellent Logging Advisor section of the OSHA web site (see www.osha-slc.gov/SLTC/logging_advisor/mainpage.html). The workshop also informed participants of OSHA's own view of logging hazard priorities and the kinds of employee safety incentives the agency recommends.

In the afternoon, participants headed to the field for an on-site hazard analysis of an active logging job, in this case, a fully mechanized one, where issues under review included treatment of power lines and equipment inspections.

OSHA's New England branch has always been the most aggressive, in terms of logging rule enforcement. It's good to see such a strong commitment to reaching out to and educating regulated businesses.
