"DUC Tales" - Forest Fragmentation Conference

Proceedings of the more than 50 papers presented at Fragmentation 2000-A Conference on Sustaining Private Forests in the 21 Century, September 17-20, 2000 in Annapolis, Maryland, are now available from The Sampson Group, 5209 York Road, Alexandria, Virginia 22310; e-mail rneilsampson@cs.com for $50 to Conference attendees, $75 to others. This Conference brought diverse interests together to examine the biological, social, and political factors influencing forest fragmentation, with special attention to DUCs-the Dynamic Unintended Consequences of policy choices that cause about 3 million acres of forest land to be split into pieces smaller than 100 acres every two years. Recommendations emerging from the Conference include:

  • eliminating tax-related incentives to fragmentation,

  • providing market incentives for environmental services provided by unfragmented forests,

  • fostering "forest bank"-type integrated management across ownerships, and

  • building coalitions of broad constituencies to support research on public policies that drive forest fragmentation.
