Many bills that survive the legislative process and become law are subject to another important governmental procedure-the regulatory process-both at the state and federal level. The regulatory process may take many months or even years before the final rules are issued.

The outcome of final regulations and rules is just as important, and many times more critical, than the final legislation. Many important regulatory tasks have been given to agencies within the Executive Branch. In most instances, the President appoints the administrators of Executive Branch agencies; subject to approval by the Senate. To better understand how you can influence the regulatory process, the following is a brief review of how regulations are made.
